Those questioned said that crime, drugs, family breakups and low moral and ethical standards were the problems that most concerned them. Seventy-two percent said character questions detract from President Bill Clinton's ability to exert moral leadership and 58 percent said they believe he is a fair or poor role model. The poll was released just as the U.S. Supreme Court refused to let Cobb County, Georgia, display a 3-by-5-foot artwork depicting the Ten Commandments and teachings of Jesus. "I certainly regret that they refused to hear it," said county attorney Dotty Bishop. County officials had urged justices to allow greater accommodation of religion in public life. "The judicial branch of our government has been allowed to coerce the American people into an amoral straight jacket which has begun to tear our society apart at the seams," the county's appeal said.
